just use the tool by heidoc.net and you're good to you. i alreaady and got the isos version 19043.928, you still need to apply the latest cum, patch, .net patch and latest ssu as well

@Emer They probably created the ISO of the 21h1 before the "refresh" ISO.

Tamper Protection is Highly Secured in this Build or latest MSDN ISO's ie 1904x.985 .
M$ updated hidden MSSecFlt Service for WD to highly secure Tamper Protection . every new release is going very secure so that users wont tweak there OS in any way.
