I would like to assume countries with such infrastructure are doing the same, China is just the only one that has shown its hands on this level. Literally a lot of governments would absolute want to know the inhabitants and habits of every individual in their domain and to some capacity have started to implement systems to do so. 

Furthermore, given how current trend in technology is moving, alot of governments are pushing with the 'DATA initiative' it is easy to do so in this current climate.
