I checked the contents of the install.wim file in one of those 21H1 ISOs and the version of the ntoskrnl.exe and win32k.sys files is 10.0.19041.1110 dated 7/10/2021.

even this guy in another forum confirms that the July 2021 21H1 ISOs are .1110:

heck, even running winver.exe also reports 19043.1110 as seen below

   


edit1 - at least with the "en consumer edition" Jul. 2021 21H1 x64 & x86 ISOs that I have checked, those are .1110.
but only the "en business edition" Jul. 2021 21H1 x64 ISO might have the .1083 version as I was told in another forum

edit2 - confirmed; only the 64bit/x64 "en business" edition Jul 2021 21H1 ISO has .1083 with some files dated 7/06/2021 as I checked that one myself.  but the 32bit/x86 en business edition Jul 2021 21H1 ISO has .1110 with some files dated 7/10/2021 instead.

try using a different 21H1 ISO, My Vn
I use "consumer" edition ISOs

It happens for many reasons like if you installed some unreliable windows enhancement softwares on your system or files corrupted beyond repair or you are using some windows debloating softwares or some software / yourself has edited registry to change the way of its working or your file system is corrupted or had bad sectors there where system files are.

Its better to scan hdd for bad sectors, fully format it and re-install 10 from scratch.

I suggest you to stop windows updates after fresh install, use win10 for few months and then re-install updated win10 again when needed. Random windows updates mess your system sometimes for unknown reasons.

I had a weird problem with win10 that on a freshly installed win10 without any changes, win cannot install my realtek console app, it just keep hangs there while it installing forever from store. So i permanently sticked with 3rd party Realtek HDA FF00 drivers instead and keep the bleady win updates off through group admin policy in registry.

KB5005611 (build 1904x.1266) CU installed fine on my end on my Win10 machines running 21H1 Home (19043.1266) and 21H2 Education (19044.1266) - manually downloaded & installed it from MS Update Catalog with no problems
