Yes, you can, no problem. What Steam does is simply take the path to your application/game where the “.exe” is located, and when you click ‘PLAY’ in the launcher, it executes that “.exe,” nothing more. Then it detects the application and updates your profile status to show that you are playing Photoshop.

You cant run Photoshop (or any normal Windows .exe program) directly through Steam the way you run a Steam game, but you can make Steam launch that .exe by adding it as a “non‑Steam game”

go to Games ---- Add a Non‑Steam Game to My Library ------ Click Browse, find the .exe (for Photoshop something like Photoshop.exe or the installer), then click Add Selected Program. The program will appear in your Steam library; clicking Play will launch that .exe just like a regular Steam game.

If that doesn’t work then you can just try WINE or something like WinBoat.

for most Windows binaries, you should be able to run them via Proton/WiNE/WinBoat, but Adobe products specifically are challenging. AFAIK, you'll need to recompile WiNE in order to have everything necessary.
