It's possible that the file gets blocked when downloading it; if so,disable real-time protection during download (false-positive btw!)

I was locked into the mistake:
"Error: 0xC0000022 On a computer running Microsoft Windows non-core edition"
Both online and offline.
In a desperate attempt, I tried applying the ticket with the "clipup" command offline. He accepted it. I rebooted PC with internet, and so far it seems to be registered.
Let's see if there are no scares.
