Servers are excluded from Digital License System by design.
They can be activated by SLIC (latest is v2.5 for Server 2019), there are keys available at MDL, KMS and some variants offer KMS38 support.

while with LTSB 2016 you had to download 2 different ISOs depending on whether you wanted the N version or the standard version that also included WMP now for LTSC the file is unique and during installation you select which version you want

Unfortunately the system does not let me answer your PM, it tells me that I don't have the permissions (I'd like to know why!).
The download is very fast (ie at the maximum speed TIM Mobile allows me: 25Mb / s)

Can I install Enterprise to a VM with a Win 10 Home/Pro 1903 ISO? If I understand correctly I need to insert a EI.CFG file as (channel) -Volume (VL) -1 into the ISO.
Is that all there is to it?
Once installed, will it activate as HWID, or is KMS 38 the only way to go?
